You can download both images ... Here
Unzip and then open in PSP

Plug-In Filter - NVR BorderMania
You can download the filter ... Here
Unzip and place in your PSP Plug-in Filter folder

~ Instructions ~

1. Set Foreground Color to Black ... #000000
Set Background Color to White ... #FFFFFF
Set Foreground Styles box to Pattern ~ Gold Fill Pattern

2. Image / Add Borders as follows:

Border Settings

3. With the Magic Wand....click on the new border
Flood Fill....with the Gold Fill Pattern
Selections / Invert

4. Effects / 3D Effects / Cutout with the following settings:

Cutout Settings

5. Repeat Cutout effect except this time use Vertical -2 / Horizontal -2
Selections / Select None

6. Effects / Plug-In Filters / NVR Bordermania / Frame #2 with the following settings:

NVR BorderMania Settings

7. Switch Foreground & Background colors at the top
Image / Add Borders / Symmetric Checked / 1
(This border color should be black)

8. Switch Foreground & Background colors at the top again
Image / Add Borders / Symmetric Checked / 10
(This border color should be white)
With the Magic Wand....click on the new border
Flood Fill....with the Gold Fill Pattern

9. Effects / Texture Effects / Texture with the following settings:

10. Effects / Sharpen / Sharpen

11. Image / Add Borders / Symmetric Checked / 4
With the Magic Wand....click on the new border
Flood Fill....with the Gold Fill Pattern
Selections / Invert

12. Effects / 3D Effects / Cutout with the following settings:

13. Repeat Cutout effect except this time use Vertical -2 / Horizontal -2
Selections / Select None

14. Effects / Plug-In Filters / NVR Bordermania / Frame #2 with same settings as in Step 6
Border Width: 4 ~ Frame Width: 4
Highlight Intensity: 110 ~ Shadow Intensity: 130
Bevel: Unchecked ~ Notch Corners: Checked

15. Switch Foreground & Background colors at the top
Image / Add Borders / Symmetric Checked / 2
(This border color should be black)

16. Switch Foreground & Background colors at the top again
Image / Add Borders / Symmetric Checked / 4
(This border color should be white)
With the Magic Wand....click on the new white border
Flood Fill....with the Gold Fill Pattern
Selections / Select None

17. Effects / Plug-In Filters / NVR Bordermania / Frame #2 with same settings as in Step 6
Border Width: 4 ~ Frame Width: 4
Highlight Intensity: 110 ~ Shadow Intensity: 130
Bevel: Unchecked ~ Notch Corners: Checked

18. Repeat this BorderMania treatment
